HydroServer Website: Regions Page Throws an Error When There is No ODM Database for a Region

If a Region is added to the HydroServer Capabilities database but no ODM database is associated with that region, the quotRegionsquot page of the HydroServer website throws an error. This should be handled more gracefully. This has implications for
the HydroServer Map as well because the extents of the map may be set based on the extent of other map services (including the sites from the ODM database). If there are no map services for a region and no ODM databases for a region, the map just shows a blank
screen.
