Clip Raster Layer broken for us_huc

I ran through the Elbe watershed tutorial (Documentation page) and was able to clip the raster to that watershed.

However, I did the same thing for a us_huc (Narragansett. Massachusetts, Rhode Island) from the basemap layers included with HD, and the Clip Raster Layer tool says it finished, but no dataset was created on disk.

The tool should finish correctly and clip the layer. If the tool doesn't finish correctly, it should inform the user what went wrong and suggest a solution.

Start by reproducing the Clip Raster Layer workflow with the us_huc basemap layer for the Narragansett watershed, then compare it with the successful Elbe watershed tutorial case. Trace the tool's completion and error handling to determine why no dataset is written. Done means the raster is created on disk, or failure reports the cause and suggests a solution.
