HydroModeler - Make HydroModeler available as online extension from ExtensionManager

In HydroDesktop 1.5.11 HydroModeler has been removed from the official installer (requested by CUAHSI team). However, HydroModeler still should be available as an optional package for installation (similar to DotSpatial Toolbox or Data Aggregation). This
must include the HydroModeler 'sample configurations' data files. Steps for this tasks are:

Create a NuGet package for HydroModeler + HydroModeler example configurations
Upload it to myget.org (HydroDesktop package feed) Test that users can install it, uninstall it and download it with the HydroDesktop extension manager.

Start by locating the HydroModeler project, its sample configurations, and the HydroDesktop ExtensionManager package conventions. Create a NuGet package containing HydroModeler and the example data, publish it to the HydroDesktop myget.org feed, and verify that the ExtensionManager can download, install, and uninstall it.
