Description
jirikadlec2[CodePlex]
The sites in data sites layers returned by search are classified by ValueCount. Sometimes ValueCount is estimated as 0 and the first category is labeled as (-1, x]. This may be misleading to users.
Suggested solution: Estimated value count in search result should be always gt= 1.
Steps to duplicate: Search for U.S States, Idaho, quotTemperature, Waterquot, 2000-2012. Problem appears in the NWIS Instantaneous Irregular Data.

Research direction
Reproduce the issue with the U.S. States, Idaho, "Temperature, Water," 2000–2012 search, focusing on the NWIS Instantaneous Irregular Data result. Trace how ValueCount is estimated and how category bounds are labeled; done means an estimated count of at least 1 no longer produces a negative lower category bound.
