Search results - Negative ValueCount in categories

The sites in data sites layers returned by search are classified by ValueCount. Sometimes ValueCount is estimated as 0 and the first category is labeled as (-1, x]. This may be misleading to users.

Suggested solution: Estimated value count in search result should be always gt= 1.

Trace how ValueCount is estimated and how category bounds are labeled; done means an estimated count of at least 1 no longer produces a negative lower category bound.
