Let's move all plugins and extensions from quotpluginsquot and quotapplicatino extensionsquot to a single folder. Let's consider having that folder live under c:\programdata\hydrodesktopexe\extensions so that they are all together in a place that
is read/write accessible on limited administrative rights.
The folder of quotWindows Extensionsquot is for Windows only ones. (as opposed to plugins that are Mono compatible) so leave it for now.
