my layers won't show on startup of saved proj

On friday I saved the project with my 2 added layers from local shapefiles (Santa Fe basin polygon, and HUC polygons that are both on my c: drive).

Monday, I opened the project, and those 2 layer will not show. They are listed in layers, but when I select, do not display in the map. I select, deselect, no change in the map.

The base map layers, and data layers from previous search that I had saved in the project, all show up.

Start by reproducing the saved-project workflow with the two local shapefiles on the C: drive, then inspect how saved layers are restored and displayed on the map. Compare those layers with the base map and previously saved search data. Done means both shapefile layers appear on the map after reopening the project.
