Too much whitespace on Filter Results dialog

__Steps to reproduce__
In a 7/21 email, Liza suggested a rework of the Filter Results dialog, to cut down on the whitespace. Running any search and pressing the Filter Results button should bring up the dialog. Current appearance of the Filter Results dialog is captured in the attached mp4 video

Minimal whitespace in Filter Results dialog

__Actual Behavior__
Too much whitespace on Filter Results dialog

Reproduce the issue by running a search and pressing the Filter Results button, then compare the dialog with the attached MP4 showing its current appearance. Identify the UI entry point for the Filter Results dialog and determine how its spacing is controlled. Done means the dialog has minimal whitespace and includes a public URL plus step-by-step testing instructions.
