HUC Overlay does not properly report errors returned by http://services.nationalmap.gov

Description
After the HydroClient user selects the map's Layer Control option: ESRI HUC, the HydroClient does not report any errors (e.g., 503 - service not available) returned by http://services.nationalmap.gov.
In these cases, the map display remains unchanged (no HUC overlay) but the ESRI HUC option remains checked.
