Copy answers to new application

If datasets have a same application but different DAC, they cannot be applied together, even if they use the same form. This means an applicant will have to fill in the same details many times. We could try to make filling in similar forms easier by suggesting copy pasting answers from forms the applicant has completed earlier.

Use case:
- User applies for access to a new dataset, and they have already filled in an application with same or similar kind of form before
- Currently: User has to fill in all the information again or manually copy paste from earlier application
- REMS could suggest copying answers to the new application based on the similar applications they have previously filled in
