Grouping licenses

There is no way to group licenses. There could be categories (like catalogue items) to use for grouping.

A simple solution is to name the licenses `001_X_Y_Z` and `002_A_B_C` so that they sort nicely into "groups" with the alphabetical ordering.

For this to work there needs to be a constent sort in all the admin screens too. See #3302

Start by reviewing the proposed grouping approach and issue #3302, then inspect the existing license administration screens and their current ordering. Done means licenses can be grouped into categories and sorting is consistent across all admin screens, with the chosen approach documented and agreed.
