Basic production config file

Basic production config file with all the lines explained. Could be config file + markdown document for the explanations (what is actually required, what are useful feature toggles to enable etc.) If this works out we could even move the config defaults to a markdown file for easier reading about the options. We could also make sure that REMS runs in limited mode without config, or with just the DB config.
