Description
Currently, you can only configure one `:ga4gh` `:entitlement-target`. However, it should be possible to configure multiple ones. We should perhaps update this to use the new `:entitlement-push` (see #2684).

In this simplistic version everything is sent to all the configured targets. See also #2735 and #2736 for related tasks about defining what goes where.
