Time series talent rules result in unexpected triggering of "onEvent" method

I would like to suggest a feature that allows for time interval based message filtering. This could allow services to only receive updates in a fixed interval, whilst ignoring messages arriving in between. Implementing this as a talent rule would allow for combining this feature with other rules making some interesting use cases possible.
