Split VSS from Tools (Rename VSS-Tools)?

_This is a topic originating from the Porto AMM_

Background:

- A lot of discussion to introduce other trees, like ev-charging
- Saying that EV-Charging use VSS syntax might cause confusion
- Would it be better to call VSS-Tools something else?

Possibly CDMM - COVESA Data Meta Model

- Could cover current vss-tools, formal definition of VSSo meta model and most existing documentation.
- Could then have a separate life cycle compared to VSS. Example: "CDMM vX.Y now supports structs, but VSS still use CDMM vZ.X"
- Makes it easier to highlight potential VSS design decisions- for example if we want a different style guide or do not want to use certain features in VSS
