Location for suggested updates for CONP DATS.json format.

This issue is intended for storing and discussing comments on, and suggested changes to, the CONP DATS.json fields documented in https://github.com/CONP-PCNO/conp-documentation/blob/master/CONP_DATS_fields.md. That file is intended to serve as a master reference, and any issues should be agreed upon here before being applied to that document.

Read CONP_DATS_fields.md, the master reference linked in issue 113. The issue does not identify a specific field or proposed change; work would be complete only after a suggested update is agreed upon here and applied to that document.
