Add Community Portal datasets to CONP portal

Based on EEGNet Community portal list of datasets https://eegnet.org/dataset_portal.html
for those datasets not already on EEGNet / not in the pipeline (already listed on CONP portal)

Collate and update metadata on the candidate datasets initially available to be cross-posted on the CONP platform.
Note the data will not be hosted via CONP, just a listing pointing to where the data resides (e.g. it might be on OpenNeuro)

For a future phase -- In some cases PIs may be contacted for followup and clarifications on data they may have to share this way.
