Add ULX commands

Idk, maybe something like:

1. `addtime `
2. `removetime `
3. `stoptime `
4. `starttime `
5. `timepause` (pauses time tracking)

We have to decide if we want to allow CFC Time to be modified so easily, though. Is that _right_? Is that part of our vision to allow this?

Start by reviewing the proposed ULX commands and the project's stated vision for modifying CFC Time. Before implementation, decide whether time tracking should be mutable through these commands and define each command's behavior and permissions. Done means the scope and acceptance criteria are agreed for all five proposed commands.
