Bundle contractor jobs: EV breaker, Tesla Wall Connector, front outlet, A/C switch, and circulator removal

## Goal

Bundle these five electrical/plumbing jobs into one coordinated contractor visit. Confirm in advance whether a plumber is required for the water-side circulator work.

- [ ] Electrician confirms the EV circuit wiring and panel connection are safe for continued use.
- [ ] Tesla Wall Connector is permanently limited to 24A and completes a charging test without abnormal heat or breaker behavior.
- [ ] Front outlet is weather-protected and passes a functional/GFCI test.
- [ ] A/C safety switch is tested after installation.
- [ ] Circulator is removed, its electrical feed is safely handled, and the capped plumbing remains leak-free after water service is restored.
- [ ] Add final notes/photos to this issue and close #1513, #838, and #100 when their work is complete.
