Bug: Timers are not created when adding a new timer.

The above error occurs when adding a new timer.
I tried this on the latest codebase.

### Steps to Reproduce
- Clear all UAC app data
- Uninstall the app
- Build it again and install the app (as if it is installed the first time on the device)
- Try to add a timer

Reproduce the failure using the listed clean-install steps: clear UAC app data, uninstall and reinstall the built app, then add a timer. Start by inspecting the error shown in the attached image and trace the timer-creation path; done means a newly added timer is created successfully after a first-time installation.
