Improve messaging for non-monitoring months (off-season)

Discussed with Beverly. S on 11/18/2025. Monitoring season is April to October. Off-season is November to March. Monitoring is not required during the off-season. Should communicate this on the map rather than simply state that there is not enough data. This may be misleading to users, as it implies a data gap rather than a seasonal pause in monitoring.

Some ideas include adding a blurb under the existing "not enough data" status. Or creating a new status category and showing it in place of the existing one.
