Add vectors for draft-irtf-cfrg-det-sigs-with-noise

draft-irtf-cfrg-det-sigs-with-noise specifies hedged ECDSA, but more relevantly for us, it specifies [a rigid mapping](https://words.filippo.io/dispatches/avoid-the-randomness-from-the-sky/) from (key, message, random bytes) to signature, which lets us make test vectors for ECDSA signing, not just verification.
