Why are torch and python old versions?

Description

Requirements are to create a virtual environment with Python 3.10, Torch 2.5.1 (which is only compatible with CUDA 12.4), and anything else causes flash attention install to fail.

This is very difficult to co-exist with platforms that require much more updated software. Why cannot this be updated to support the latest torch, CUDA and a reasonably recent python like 3.12?
