Add support for a persistent instruction (to specify shell syntax)

I use [fish shell](https://fishshell.com/). Half the time I use AI Shell, the command fails to run and I have to fix my prompt to say ".... use fish syntax."

There should be a config option that allows users to provide an instruction that will be sent with every prompt. In my case, I would say "use fish syntax."
