TomoIssuer / TomoScan - Inconsistent TRC21 token balance

**Describe the bug**
Amount/Quantity of TCR21 token (POMO) inconsistent between TomoIssuer and TomoScan.

**To Reproduce**
Steps to reproduce the behavior:
1. Open TomoIssuer and select Pomodoro (POMO)
2. View Holders and find address with 3,000 POMO
3. Select address to view in TomoScan (through TomoWallet)
4. View TRC21 Tokens for address
5. Address shows only 2,000 POMO

**Expected behavior**
I would expect the quanitity of TRC21 tokens to be consistent between TomoIssuer and TomoScan.

- TomoWallet version: V0.10

Start by reproducing the POMO holder balance comparison between TomoIssuer and TomoScan, following the linked address through TomoWallet and its TRC21 token view. Trace how each interface obtains and displays the token balance, then verify that an address shown with 3,000 POMO in TomoIssuer also shows 3,000 in TomoScan.
