Description
**Description**
Observers/witnesses of a crash should be able to report it.
Following similar format of the SOS feature:
Receives:
More specific location (manually input by witness)
Reported by (witness)
**Additional context**
In the event of multiple reports received from a particular location (or within range) in a short span of time (1 hour max), **increment eye witness count** for that crash (for credibility).
