Add CORS headers to allow for compatibility with React JS

**Description:** Add Cross origin Resource sharing to allow for multiple support for various environment, languages and platforms.

**Acceptance Criteria:**
- Modified and configured CORs middleware that allows for communications between current APi and the front end React JS App.
