Rate user's risk level exposure to road accident and injury due to over speeding

Find the ratio of count of jump speed limit and count of total speed limit encountered and convert it into percentage rate.
**Describe alternatives you've considered**

**Additional context**
Get the data from the database and compute and return the percentage risk whenever requested.
