[FEATURE] users can accept or reject appointment rescheduling requests

Description
As a user, I want to be able to accept or reject any rescheduling request. If no new arrangement can be reached, the appointment may be mutually terminated. The patient user can now book a new consult with another recommended MH-specialist.
