[FEATURE] Could Scrape the NTSA site for Accident records by the admin when he enters file Link

**Get official Government Accident Statistics summary**
The government official statistics is displayed periodically in the NTSA site. This feature is meant to scrape the excel files in the site and display it in the dashboard of the app.

**How the solution would look like**
A user will be able to see official government statistics on a dashboard without having to download an excel file from NTSA site.

**How it will be uploaded**
An admin will get the link to the excel file in the NTSA site, then do a GET request and a response with the results persisted into the database.
