Description
**Context**
Currently, we have a progress score, that tracks progress from 0 to 5, where 0 is "not started", 5 is "done" and everything in between is various state of "in progress".
There are two additional states we may want to be ready to capture:
1. Broken: if the government explicitly decides to stop working on a commitment. Or, if a new government comes into power before a commitment could be completed.
2. Partially Completed: if the government completes a commitment, but has materially changed its promise, or gets it done significantly later than initially committed.
Perhaps another field? Need to align on approach.
