Latest update section

**Is your feature request related to a problem? Please describe.**
Currently, our tool is not very dynamic. It's not immediately obvious to a user what is different from the last time they looked at this dashboard.

**Describe the solution you'd like**
Let's add "latest updates". This could show the latest progress updates / evidences. It could be like a dynamic carousel that shows all updates from the last 7 days. Clicking it should open the appropriate commitment detail modal.

**Describe alternatives you've considered**
No easy way to do this today, you'd have to dig in through each ministry and commitment.

Start at the dashboard entry point and trace how commitment details are opened in the existing modal. Find the progress updates or evidence data, then determine how to select updates from the last 7 days and display them in a carousel. Done means recent updates are visible at the top of the dashboard and selecting one opens its corresponding commitment detail modal.
