Gatineau Spends

To become the hub for Canadians to engage with government spending data, we must consolidate data from all levels of government so they can view all of the data in the same place in the same format.

This issue is to get the core spending data of Gatineau onto the Canada Spends website.

We need to scrape:
- municipal budget data
- city council expenses
- Ensure the Sankey diagram works as expected

No files, tests, data sources, or entry points are identified in the issue. First map how existing government spending data is collected and rendered, then identify where Gatineau's municipal budget and council expense data belong. Done means both datasets are available on Canada Spends in the common format and the Sankey diagram works for them.
