Quebec Spends

To become the hub for Canadians to engage with government spending data, we must consolidate data from all levels of government so they can view all of the data in the same place in the same format.

This issue is to get the core spending data of Quebec onto the Canada Spends website.

We need to scrape:
- public accounts data
- ministerial data
- Ensure the Sankey diagram works as expected
