Restructure code to handle bills that are not analyzed

[C-12](https://api.civicsproject.org/bills/canada/c-12/45) doesn't return fields we require such as `header` and `source`

For example, [C-11](https://api.civicsproject.org/bills/canada/c-11/45) returns these.

Our code handles this by filling many fields as `Not Analyzed` but also shows a vote.
