Setting to disable extension detection on local files

**Is your feature request related to a problem?**

I have a typescript file in one of my projects that contains the key term "jcl". This extension reads the file name with "jcl" in it and overrides the typescript extension with the jcl extension every time I open the file.

This is extremely frustrating to the point that I had to disable this extension entirely.

A setting or similar to allow disabling extension overriding for local files.

Please update this repository to be up to date with the extension on vscode - the READMEs are out of sync and the extension is quite buggy - in relation to the cobol support extension, it is way worse, which is a huge bummer. So please put some time into cleaning stuff up for zowe v3. Thanks!
