Some JCL Check problems are displayed on the wrong lines

For example the problem is that a data set has been migrated. Okay that's fair but it says line 67. But the data set it is talking about is actually on line 69.

Start by reproducing the JCL Check example shown in the issue and compare the reported line 67 with the data set reference on line 69. Inspect how the diagnostic location is determined for migrated data sets. Done means the problem is displayed on the line containing the referenced data set, with a regression check for this example.
