Description

- [x] Implement Localization d6552f9
- [ ] Keep String Capitalization (first letter ("Hello" -> "Bonjour") or whole word ("HELLO" -> "BONJOUR"))
- [ ] Load locales from locales folder
- [ ] Multi-locales (they will be called in order and their priority can be changed)

**Locales**
Used to change the language of the console output to anything the developer desires.

If you don't plan on using multi-languages, you could use the language system as a censoring system. Or to put placeholders such as "#USER" in raw messages to be replaced by (for example), someone's username.

**Multi-Locales**
Each locale will be stored in a Set. When regexing a string, if there are multiple locales in the Set it will iterate through each locale. (Could be used to change the language of something, then censoring any words deemed worthy of being replaced.
