"note" section is now missing or has been removed from liquid wallet

hello in the last couple releases no longer able to create notes on individual transactions within liquid watch-only wallet. have not had chance to see if it's the same for signing wallet

4.0.31

### Steps to reproduce

login to wallet, complete a transaction and where you used to be able to write notes in the "Note" section which was just below the "Transaction ID" section prior is now completely removed

### Expected behaviour

note section to be available for use

### Actual behaviour

Note Section has been completely removed from Watch-Only wallet. Have not yet checked signing wallet -->
