Majority of replay packs for version 4.10.0 are empty zip files.

This is an issue regarding the [download_replays.py](https://github.com/Blizzard/s2client-proto/blob/master/samples/replay-api/download_replays.py) script.

Executing the following command yields the attached output log `download_replays.py --key --secret --version 4.10.0 --replays_dir /work/sc2/StarCraftII_4.10.0/Replays --download_dir /work/sc2/StarCraftII_4.10.0/ReplayDownloads`

The majority of replay packs are empty (see [dl_replays_4.10.0.log](https://github.com/Blizzard/s2client-proto/files/4440117/dl_replays_4.10.0.log)). Is this a known issue and/or expected behavior?

Start with samples/replay-api/download_replays.py and reproduce the documented command for version 4.10.0, then compare its output with dl_replays_4.10.0.log. Determine whether the empty replay packs come from the script or the replay service; done means documenting the cause and the expected behavior or fix.
