'HOLDPOSITION' and 'STOP' don't hold pos.

Description
I use raw action request and send `ActionRawToggleAutocast` message with ability_id=18(HOLDPOSITION), but the unit's pos changed next frame. So as ability_id=4(STOP).
What's the reason for this?
