Popup near bounds obscured by camera panning

### Describe the bug
Camera pans away from popup when pokestop is near bounds.

### To Reproduce
**Steps to reproduce the behavior:**
**1.** Register a Pokéstop near the top bounds of the map
**2.** Zoom in
**3.** Camera should pan back, obscuring the popup

### Expected behavior
Either the camera bounds should be bigger than the map bounds or the popup should be pushed in bounds.
