Additional information on low-cost open access publishing

During the eLife Innovation Sprint 2020, we plan to extend the [Low-cost Open Access table](https://github.com/BioinfoNet/LowCostOpenAccess) to incorporate information on all life sciences. Currently, the table contains information on journals whose scope is mostly computational biology.

We will use [this Google document](https://docs.google.com/document/d/1IN-QR0WkQBdfWh_B4UmJIBl1RE7hCmmGTQl-JRvwKrA/edit) to capture the additional information before we add it to the [Affordabee](https://github.com/BioinfoNet/Affordabee) site which will host the content of this repo.
