Consultation on price setting of chemicals

a) Hello, does the price input in defining the stream (```a= bst.Stream(ID=’a’, price=0.5)```) refer to the price of the chemical in the year corresponding to the year in ```bst.settings.CEPCI```?

b) Do the price conversion coefficients of different years in the website refer to the inflation rate (https://github.com/BioSTEAMDevelopmentGroup/Bioindustrial-Park/blob/master/biorefineries/HP/process_settings.py#L26-L30)? May I ask you the source of these conversion coefficients?
