🐛[BUG] 重新加速可能会卡在上一次的加速时长

### 🐛 描述

在使用网络加速时，若长时间加速，停止加速后，再重新加速会有几率卡在之前的加速时长，我一加速就几个小时，不知道是不是bug
### 📷 复现步骤

1. 开始加速
2. 加速时长过长（不知道多长，我都是几个小时的）
3. 然后停止加速
4. 重新加速有几率会卡在上一次的加速时长

Start by reproducing the acceleration flow: run acceleration for several hours, stop it, and start it again while checking the attached nlog-all logs from July 28 through August 1. Trace where the previous acceleration duration is retained after stopping. Done means restarting acceleration no longer gets stuck using the prior duration, with the behavior verified on the reported release.
