👑[Enhancement] 关于Pytorch pip 安装加速的需求

pytorch 的2.6.0版本开始似乎已经不再支持conda安装，官方消息是因为conda下载人数少而成本高。
而国内pip安装pytorch的GPU版本速度非常慢，有时候会弹HTTPerror。
所以希望能够支持对pytorch安装的加速，即便有一定付费也可以接收。
当然，如果能够支持对其他学术资源如arxiv的加速就更好了，感谢！！！
