### 🐛 在所有（默认）插件全部关闭后，插件列表显示为空

版本：[v3.0.0-rc.13](https://github.com/BeyondDimension/SteamTools/releases/tag/3.0.0-rc.13)
系统：Windows、Ubuntu 20.04
1. 进入设置 > 插件设置，关闭所有插件
2. 重启软件
3. 再次进入 设置 > 插件设置，看到插件列表为空
4. 重新卸载安装后，保留一个插件在开启状态，插件列表能够正常显示
