🐛[BUG] 3.0.0-rc.5版本自动启动加速不成功

### 🐛 描述

以管理员权限启动，在设置界面勾选“开机自启动”、“启动时最小化到托盘”，加速界面勾选“启动时自动开启加速”，加速模式为“Hosts”。
重启计算机后，打开界面发现网络加速时间统计不增加，尝试打开steam也没有流量信息，加速未生效。
点击停止加速，再加速后，功能恢复正常。
