Point defense lasers don't link up to consoles anymore

## Reproduction:
The point defense laser no longer react to the multitool, prevent it to be linked to a point defense laser console.

Reproduce the issue with the point defense laser, multitool, and point defense laser console, keeping testmerge #2677 in mind. Locate the laser and console interaction entry points, then confirm that the laser responds to the multitool and can be linked to the console again.
