Add Dynamic Obfuscation in Chunks

Random Mutators should be applied on random chunks of a given input or layer. This will allow for much more complex and nondeterministic payload output. Additional BOBL syntax may also need to be added that further obfuscates certain sensitive commands or statements within a layer.
