Parent view does not get the scroll

I have integrate the phoview in to a view pager , and parent view will have the following structure
-coordinnator
-appbar
-framelayout
-viewpager

So the inside view pager consist with couple of fragments with photo view .Problem is i cannt scroll the view to the top . touch focus will obtain the image i cannot scroll the view unless i scroll form the bottom which is the bottom margin of image . is there any way to get this done
